城市总体规划具有综合性强、规划期长与涉及面广的特点,对城乡建设发展具有全局性的影响,对城市总体规划进行环境影响评价是从源头防止污染、实现可持续发展的重要手段。在对国内外规划环境影响评价理论与实践特征进行总结的基础上,研究对成都市区(市)县城市总体规划开展环境影响评价的技术框架进行探讨,重点介绍环境影响评价在评价对象、介入时间、评价内容、评价程序及评价有效性等方面的内容,为开展具体评价工作提供参考。
