新型城镇化背景下上海新市镇发展策略思考

The Thinking of the New Town Development Strategies in Shanghai Based on the New-type Urbanization

党的"十八大"报告提出了城镇化质量明显提高的战略目标,明确了促进工业化、信息化、城镇化、农业现代化同步发展的总体要求。上海是长三角城市群的龙头城市,需要重新审视城镇空间资源的配置问题和策略,新市镇作为上海城镇体系中最基本的空间单元,面临着诸多新的挑战,也将迎来新的发展机遇。首先分析了上海的城镇化历程,并在客观评价上海当前城镇化建设的特征和问题基础上,结合新型城镇化的战略要求,以及上海的发展目标,提出分类推进城镇化建设、提升城镇宜居水平、优化产业结构、强化生态环境、节约集约利用土地等5个方面的策略思考。

The strategic target which is about how to improve the quality of urbanization has been put forward,and it has been clear about the cooperation of industrialization,informatization,urbanization and agricultural modernization in the Eighteen Report.Shanghai which is the leading city of the Yangtze River Delta megalopolis need to consider how to manage the strategic resources.New town,the basic spatial unit in Shanghai urban system,is facing many new challenges,and will also usher in a new development opportunity.The study analyzes the urbanization course in Shanghai at first,and then puts forward five strategies,such as classification of urbanization construction,enhancement about the level of cities habitable,optimization of the industrial structure,strengthen the ecological environment,and economical and intensive use of land.
