新型城镇化视角下的武汉近郊区规划管控研究

新型城镇化发展战略对城乡规划管控提出新的要求。在特大城市城镇化快速发展进程中,紧邻主城的近郊区是矛盾与问题最为突出的区域,也是对特大城市未来空间结构产生最大影响的区域,亟待建立一套完善的规划管控体系予以有效引导。研究以武汉为例,从构建城镇空间发展整体格局,确立"两线三区"空间管控模式,完善集中发展区规划管控体系,建立生态框架区域管控制度保障,形成规划管理"一张图"平台等,探索"图""底"规划编制同步、规划与政策跟进同步的特大城市近郊区规划管控的新思路。

New urbanization development strategy poses new requirements to urban rural planning management and control. Near suburb of metropolis usually has conflicted issues and problems and it impacts metropolitan spatial structure. A set of planning guidance system is needed to guide and manage near suburb development. The paper studies general spatial layout of Wuhan city, defines ＂two lines, three districts＂ spatial governance model, integrates central development area management system, and forms ＂one drawing＂ management platform etc. It further explores ＂drawing and background＂ plan compilation synchronization, planning and policy synchronization management mechanism.
