粗放式的管理理念与发展模式是造成中国社会管理层面出现漏洞和"真空"的主要原因。"真空"和漏洞导致社会矛盾激化、社会控制失调,严重影响了中国现代化建设的进程,由粗放型社会向精细化社会的转型是社会精细化发展对中国社会管理的内在要求。技术作为精细社会建设的推动力,具有科学化、标准化等特点,是构建精细社会的核心与基础,也是社会发展的总动力。

The extensive management concept and development mode have become the main causes of loopholes and ＂vacuum＂ in the social management of China. The loopholes and ＂vacuum＂ lead to intensified social conflicts and disordered social control, which seriously affects Chinese mod- ernization process. The transformation from extensive society to intensive society is the internal requirement of social intensive development for Chinese social management. Technology as the impetus of constructing an intensive society, has such characteristics as scientification and stand- ardization and is the core and foundation of building an intensive society and the total power of social development.
