核安全导则HAD501/02《核设施实物保护(试行)》解读及修订建议

The Physical Protection of Nuclear Facilities(Trial):An Interpretation and Proposed Amendments

核设施的实物保护对于设施的安全运行和核材料的合法使用具有重要意义。2008年,国家核安全局发布核安全导则HAD501/02《核设施实物保护(试行)》(下称《导则》),将我国民用核设施分为三个实物保护级别,并明确了相应的分区保护要求。几年来,《导则》为规范我国核设施实物保护工作做出了重要贡献;但是,实践表明《导则》存在部分不足之处,如个别条款缺乏量化指标,导致分级扩大化。本文对《导则》的制定理念和原则进行了解读,并结合实践,提出了对《导则》进行修订的具体意见和建议。

Physical protectio use of nuclear nuclear safety material. In guidelines - on of facilities and legal clear Facilities （ Trial ） evels for civilian nuclear facilities, and defines the crresponding protection requirements. Over the years, HADS01/02 has exerted great influences to the physical protection of nuclear facilities, but some shortcomings in HAD501/02 still exist, including a lack of quantitative indicators for some classification terms. Combining with practice, this article interprets the concepts and principles in drawing up HAD501/02, and then presents specifiC suggestions for amendments.
