摘要
随着20世纪90年代国际援助产业在中国的兴起,参与式发展在国内掀起了一阵强势的话语风潮。作为对斯皮瓦克命题的回应,参与式发展宣扬通过赋权来让村民实现自己的发展。本文通过对一份参与式扶贫项目手册的分析来透视中国参与式发展项目背后所潜在的整体运行机制,展现渗透于其中的国家的治理艺术。当斯皮瓦克命题转变为福柯命题后,我们的结论是:在中国的参与式发展话语中,并不是作为主体的村民在说话,真正说话的是村民背后的文化网络、制度网络,更是国家的权力网络。
Participatory development discourse has been prevalent in various fields, since the internation- al development industry emerged in the 1990s in China. Participatory development responding to Spivak' s Question advocates that local people achieve their own development in terms of empowerment. The focus of the paper is to reveal the working dynamics of participatory development project directed by government in China and understand the art of government involved in the project. Spivak' s Question is transformed into Foucauh' s Question: who is speaking Our conclusion is that it is not indigenous people but underlying cultural, institu- tional and power network who is speaking
