以健全社区服务为导向的高职院校与城市社区协同共建研究

Research on Collaborative Construction between Service-oriented Vocational Colleges and City Communities

目前我国社区服务存在的问题主要表现在:社区管理趋行政化,专业性不强,服务质量偏低,缺乏居民认同感。解决这些问题的方法可以从高职院校与社区服务协同共建的角度进行探究,因为高职参与社区服务能减轻政府负担,克服目前社区服务趋行政化的问题。从双方的需求共通上看,高职院校需要社区作为社会实践基地,社区教育也需要高职教育的积极参与。在高职与社区双方资源共享的路径开辟方面要着眼宏观规划,建立健全相关政策法规,拟定发展计划,探索高职参与社区发展的模式,并完善社区教育的运行机制。针对社区人才缺乏问题应以高职院校专业建设为依托,提倡师生参加社会公益劳动,组建不同服务类别的社工志愿者团体。

There are many problems in current community service： the administration is not professional; the quality of service is low; identity is lack among residents. The collaborative construction between vocational colleges and community service could solve these problems. The higher vocational colleges in community service can lighten a burden of the government. On one hand, higher vocational colleges need community as a base for social practice. One the other hand, community education also requires the active participation of higher vocational education. In order to develop path for sharing resources, emphasis should be placed on macro planning, establishing and improving the relevant policies and regulations, formulating developmental plans, exploring the mode of community participation in development of higher vocational education, and improving the operational mechanism of community education. Addressing the lack of human talents in community should be based on the specialty construction of higher vocational colleges, promoting teachers and students to participate in social welfare work, and forming different social work organizations.
