胡锦涛在党的十八大报告中首次提出"建设海洋强国",把发展海洋实力和维护海洋权益上升到国家战略层次,这引起了国内外媒体和民众的广泛关注。本文简要分析"海洋强国"的内涵,根据中国的实际情况分析其提出的动因和战略意义,并结合广东省的情况提出如何回应"海洋强国"战略带来的挑战和机遇。
