应急网络组织的应急能力研究

Research on Emergency Capacity of Emergency Network Organization

在界定应急网络组织的应急能力这一概念的基础上,依据战略管理学中的工作与能力匹配原理,提出应急网络组织应具备与常态应急工作相适应的常态应急能力,主要包括常态组织管理能力、常态信息管理能力、常态技术准备能力、常态物资管理能力、常态关系管理能力五种,并对每种常态应急能力机理进行分析;提出需要具备与战态应急工作相适应的战态应急能力,主要包括敏捷动态学习能力、敏捷动态集成能力、敏捷动态适应能力、敏捷动态治理能力、敏捷动态实施能力五种,并对每种战态应急能力机理进行分析。

On the basis of the concept of defining emergency capabilities of the emergency network organization, based on the work and capacity matching principle of the strategic management, the paper first proposes that the emergency network organization should have five kinds of normal emergency capability compatible with the normal emergency work, including nonual tissue management capabilities, normal information management capabilities, normal technical preparation capabili- ties, normal materials management ability, normal relations management ability. And then it analyzes the emergency mech- anism of each normal emergency capacity. Finally it proposes the need to have five kinds of war state emergency capability compatible with the warfare state emergency work, mainly including agile dynamic learning ability, agility, dynamic inte- gration capability, agile dynamic adaptability, agility, dynamic governance capacity, agile dynamic implementation capaci- ty, and analyzes the emergency mechanism of each warfare state emergency capacity.
