摘要
针对可持续发展要求下的环境约束问题,在Lucas模型的理论框架下,通过引入环保技术和环境资本因素到生产函数、污染函数、效用函数,构建环境质量和人力资本内生且带有环境污染约束的内生增长模型。开展理论模型的最优增长路径分析,给出社会总效用最大化目标下的环境因素约束条件,探讨环境污染外部性、环境资本投入、环保技术对经济可持续发展的影响,环保技术和环境资本合理调配规则,并为经济可持续发展以及政府政策,提供部分指导性建议。
According to the environmental constraints under the requirements of sustainable development, based on theoret- ical framework of Lucas model, the paper introduces the environmental technology and environmental capital factors to pro- duction function, pollution function and utility function; constructs an endogenous growth model within environmental quality and human capital under the environmental pollution constrain, it then carries out a theoretical model of optimal growth path analysis, achieves the constraints of environmental factors in the total social utility maximization goal, resear- ches the impact on sustainable economic development by environmental pollution externalities, environmental capital invest- ment and environmental technology, gives a reasonable allocation rules of environmental technology and environmental cap- ital, and finally provides some of the guidance and advice for sustainable economic development and government policy.
