摘要
在"东南互保"的既有叙事中,往往有"议定"、"订立"、"签约"一类的表述,从而造成约款已既成事实的印象。中方在对外交涉之初,确实设定目标为"订约",在沪代表也拟议了具体章程及其附件的草案,但由于各国政府基于本身利益的考虑,以及战争形势的变化,中方提出的章程条目未被接受,交涉的主题渐由"签约"向"换文"转移。本文侧重于考察盛宣怀、余联沅等中方交涉代表的行为,进而证明一个事实:"东南互保"最终没有"议定"所谓的约款,而最终是以互换照会的形式确立了某种和平性质的原则,从而达成中外保护的谅解。"东南互保"的局面基本维持了下来,但这一格局却并不稳固,不断面临着来自外部的冲击。
In the exsiting narratives of the peace in the south-east("东南互保") ,we always found such representations as "making a treaty", however, has the powers and Chinese southern viceroys really made a final treaty? In the beginning of the negotiation, the southern viceroys had targeted treaty making, but their items of treaty had not been accepted by the powers. The author investigated the deeds of Sheng Xuanhuai and Yu Lianyuan,and proved that the peace in the south-east hadn't make any treaty. The powers and Chinese viceroys just exchanged notes and established a peaceful principle.
