美国棕地再开发政策及其对我国的启示 被引量：5

摘要 随着工业化的发展和产业结构的调整,棕地问题日益严重。为了借鉴国外棕地再开发的有益经验,在阐述棕地概念的基础上,详细介绍了美国关于棕地再开发的法律体系、筹资渠道和治理结构。根据我国棕地再开发实际情况,美国棕地再开发对我国的启示主要有:建立"棕地"再开发的法律法规体系;坚持"污染者付费原则";国家出台扶持政策,多渠道筹集资金;建立合作开发机制,促进公众参与等。
