苏州市老年人养护体系建设中的问题与建议

Problems and Suggestions for the Elderly Maintenance System in Suzhou City

苏州和全国一样正快速步入老龄化社会,老年人养护体系建设仍处于起步阶段,存在着养护机构供需矛盾突出、资金投入不足、养护机构功能定位不清、养护专业人员缺乏和扶持政策尚不完善等问题。为促进苏州市老年人养护体系发展,建议规范老年人养护机构设置和功能,制定促进养护事业发展的政策,鼓励民间资本举办养护机构,允许进行适当"分红",加强对养护机构尤其是照护院的管理,培养专业化的养护人才队伍。

Suzhou is entering the aging society as it is in the whole country, The construction of the elderly maintenance system in Suzhou city has such problems as serious contradiction between supply and demand for nursing instituttion, inadequacy of capital investing, unclear roles and function of the nursing institution, lack of professionals and imperfect support policies. In order to promote the development of the elderly maintenance system in Suzhou city, it is suggested that the government shoud standardize the institutional settings and functions of the elderly care facilities, make policy to promote the development of elder maintenance system, encourage private capital to organize elderly care facilities, permit the appropriate dividends, strengthen the management of elderly care facilities, especially nursing home management and train a professional caring and nursing team.
