闽台农业合作从比较优势向竞争优势转变探析

Transformation from comparative advantages to competitive advantages in the cooperation pattern of agriculture between Fujian and Taiwan

基于比较优势的闽台农业合作模式在取得30多年双赢绩效后也开始逐步放大边际收益递减的效应,即福建农业外生比较优势正在逐步弱化,低层次的合作牵制福建农业附加值提升的同时也制约着农业结构的优化,并且合作利益分配中的博弈也正在加速侵蚀原有的合作基石。因此,闽台农业合作有着转变合作机制的现实要求。从以比较优势为导向的合作发展思路逐步转向以竞争优势为导向的新型合作发展之路,提高闽台农业区域竞争优势,提升合作层次,实现更高层次合作绩效的目标,这是新时期深化闽台农业合作的战略选择。

Agricultural cooperation between Fujian and Taiwan based on the comparative advantages began to enlarge the effect of di- minishing marginal returns gradually after achieving a win-win performance for three decades. It means that exogenous comparative advantages of agriculture in Fujian has been weakening gradually; and the low ]eve] cooperation having a negative effect on the value added of agriculture of Fujian restricts the optimization and upgrading of agricultural structure at the same time, meanwhile the game deriving from the cooperation profit distribution has been eroding the original foundation of cooperation faster and faster. Therefore, the transformation of the cooperation pattern is a practical need. The strategy of deepening agricultural cooperation between Fujian and Taiwan in the new era is to transform the comparative advantage oriented cooperation pattern into the competitive advantage ori- ented new cooperation pattern to promote competitive advantages of agricultural zones in Fujian and Taiwan and raise the cooperation levels, so as to upgrade the cooperation performance.
