限制开发区转变经济发展方式问题分析——以甘南黄河重要水源补给生态功能区甘南州6县(市)为例

An Analysis of the Problem that Restricts the Transformation of Economic Development Pattern in Economic Zone: Taking as Examples the Important Ecological Function Areas with Water- Supply from Yellow River in Six Counties(Cities) in Gannan

西部民族地区水源涵养型限制开发区存在的问题和面临的困难在甘南州的6县(市)表现比较典型和突出,选择几种主要指标对甘南州经济发展方式进行评价,结论是其发展方式比较初级、原始、粗放。甘南州必须坚持主体功能优先,调整产业结构,重点发展资源环境可承载的特色优势产业,促进外需和内需共同带动经济增长,实现发展方式的初步转变。

The problems and difficulties related to the restriction on water conservation that the western eth- nic -minority areas have encountered are typical and striking in six counties （city） in Gannan. To evaluate the economic development level in that region, several key indicators have been selected. The writers of the present paper have found that the development in Gannan is still at an initial, primitive and unrefined stage. It must give priority to the main productive forces all the time, adjust the industrial structure, focus on the development of its competitive industries that the local resources and environment can sustain, promote both external and domestic demand to stimulate its economic growth , and achieve the initial transformation of the development mode.
