人才创业首选地,其核心概念是创业,度量可以用GEM的研究框架和方法。目前贵州创业活动并不活跃,创业环境优势不多、劣势和需改进之处不少,贵州建设中国人才创业首选地,其现状不容乐观。推进贵州建设中国人才创业首选地,更重要的方面,是要以创业为核心概念,以鼓励和推动创业为主旨,以推动民营经济大发展和创建国家和贵州省创业型城市为主要抓手,以吸引和鼓励国内外投资者和大学毕业生自主创业为重点,改善创业环境,优化创业政策,加强创业教育和培训。

The core concept of a most attractive place for talent entrepreneurs is entrepreneurship, and its measurement is the research framework and method of GEM. Nowadays, the entrepreneurial activity in Guizhou is not impressive, and the environmental advantages for entrepreneurship subject to a lot of limitations. There are quite a few inferiorities in terms of entrepreneurial environment which need improvement. In this sense, it is not optimistic for Guizhou to construct a most attractive place for China＇s talent entrepreneurs. To push forward the construction of the most attractive place for China＇s talent entrepreneurship in Guizhou, we should be fully aware that the core concept of this place is entrepreneurship; that encouragement and promotion of entrepreneurship should be put in the first place ; that the key link is to push forward the development of private economy and cre- ate the national and provincial innovative city; and that the focus is to attract and encourage domestic and foreign investors and university graduates to establish their enterprises independently. To realize this strategic plan, it is important to improve entrepreneurial environment, optimize government policies for entrepreneurship and enhance education and training for entrepreneurship.
