辽宁林业现代化评价指标体系构建与评价——以辽宁省抚顺市清原满族自治县为例

Liaoning Forestry Modernization Evaluation Index System: Construction and Evaluation——Taking Qingyuan County, Fushun City, Liaoning Province for Example

以抚顺市清原满族自治县林业产业发展为对象,依据科学性、可行性、区域性、可操作性、生态性和公益性原则,构建辽宁林业现代化评价指标体系,运用专家调查和层次分析法确定各指标权重,并结合清原满族自治县林业发展的实际情况,确定评价体系各项指标的标准值,并且运用综合指标评价法确定各个指标的分值,分析清原满族自治县林业现代化发展存在的主要问题,提出大力发展森林旅游产业,加强林业二、三产业建设,实现林业可持续发展,加大林业资金投入力度等四项建议,促进清原满族自治县林业现代化的发展,同时加速辽宁省林业现代化发展进程。

The forestry industry development of Qingyuan County taken as object, the Liaoning forestry modernization evaluation index system is constructed according to such principles as scientificity, feasibility, regionalism, operability, ecology and public welfare. Expert investigations and AHP method are employed to determine the weight of indexes. The practical situation of the Qingyuan County＇s forestry development is taken into consideration to determine the standard value of the indexes. The method of comprehensive index evaluation is applied in determination of the score of each index. Based on the work above, the main problems in the Qingyuan County＇s forestry modernization are analyzed. Suggestions are made： greatly developing forest tourism as industry, strengthening the forestry-based construction of the second and third industry to realize sustainable forestry development, increasing investment in forestry, promoting the forestry modernization of Qingyuan County and accelerating the forestry modernization of Liaoning Province.
