政协委员提案和人大代表建议经审查立案后,政府能否有效、低成本办理并及时答复提(议)案者,直接体现人民政府效能。在当今信息技术条件下,借鉴国内外提(议)案在线系统开发经验,构建基层政务网上提(议)案结构范式,对建立高效、节约、法治、廉洁、服务型政府以及实现对社会的创新管理,具有重要的现实意义。

After examining the proposals of members of the CPPCC and suggestions of deputy to National People＇s Congress and putting them on record, the government can handle them effectively and answer their proposers timely at low cost, reflects directly the efficiency of the people＇s government. In the conditions of modern information technology, learning from the developing experiences of online proposals system from both at home and abroad, and building the structure paradigm for proposals and suggestions on the net of government affairs at basic level have great practical significance to building an effective, economical, law-based, clean-fingered and service-oriented government and realizing the innovation management of the society.
