公文是党政机关依法执政和依法行政的重要工具。在公文写作实践中,存在着公文写作和处理时思维僵化的现象:格式不统一、滥用文种、照搬结构模式等等,主要原因在于文风不端正、工作中缺少主动性和创新性。改变思维僵化现象的主要做法是学习公文新法规、新标准,并与实践相结合,提高公文质量,充分发挥公文的工具性。
