Selecting some appropriate areas to carry out comprehensive reform pilot programs has become an im- portant means of promoting and deepening the reforms in the new century. In recent years, focusing on further improvement of the socialist market economic system, comprehensive reform pilot areas have been striving to a- chieve reforms and breakthroughs, and have identified up some representative and typical reform experiences that provide a useful reference frame for other parts of the country to promote reform, and also offer beneficial enlightenment for deepening the reform of the next step.
