The Re-examination of Efficiency of Local Government Spending:an Analysis Based on Provincial Panel Data

如何对地方政府支出效率进行科学评价是有意义也有挑战的研究。文章在以公共品为基础的指标体系基础上,构建了包含经济增长效应的地方政府支出指标体系,更直接反映转轨时期地方政府经济增长的特征。在此基础上,文章从存量与流量差异的维度重新厘清两步法分析框架的区别与联系,借助于因素分析模型考察诸多具有存量特征的制约因素的影响。同时基于分组样本的变换考察区域差异对政府效率的影响,以期为政府效率的改善与管理水平的提高提供参考与启示。

How to evaluate the efficiency of local government spending scientifically is not only a meaningful, but also a challenging research topic. Using an index system based on public goods, the paper constructs local government spending indicators including the effects of economic growth that more directly reflects the character- istics of local government economic growth during the transition period. On this basis, the paper clarifies the differences and similarities during the two - step analytical framework from dimensions of stock and flow dispari- ty and examines the impact of many stock - related constraints by means of the factor analysis model. At the same time, the model based on the changes of sample groups studies the influences of regional differences on government efficiency in order to provide a reference and inspiration for improving government efficiency and management level.
