摘要
文章梳理了国内外对财政分权与环境污染的相关文献,并简要评论了国内相关研究的不足。国外侧重于从环境联邦主义的视角考察财政分权与环境污染之间的关系,这方面的文献主要围绕在环境质量提供上财政分权的有效性、财政竞争的后果、环境污染的溢出效应以及政府治理四个角度进行研究。国内关于财政分权与环境污染的研究才刚刚起步,未来研究更应侧重于财政分权对环境污染的影响机制,并在计量模型设计上更加精确和符合现实。
The paper analyzes the literature of fiscal decentralization and environmental pollution, and comments on the shortcomings of domestic research. Foreign literature mainly studies the relationship between fiscal de- centralization and environmental pollution from the perspective of environmental federalism, focusing on four is- sues ： the efficiency of fiscal decentralization in environmental quality, the result of fiscal competition, spillover effect of environmental pollutants and environment govemance. Domestic research in these areas started rather late. The future direction should emphasize the mechanism of fiscal decentralization that influence pollution, and the accurate and realistic design on empirical models.
