概述高速铁路施工调度组织过程管理系统及其目标,研究其总体结构和工作流程,从施工登销记管理、铁路安全平台、作业现场手持终端、无线通信技术选择和全程定位监控管理5个核心模块阐述实现方案及其支撑技术,从而构建一个从计划、施工登销记到施工作业现场管理阶段的施工调度作业全过程闭环管理信息平台,为调度指挥提供依据,提高工作效率,保证高速铁路的施工维修安全性。

This paper outlines process management system of construction dispatching organization of high-speed railways and its object, studies its general structure and working flow, and expounds the realization program and its support technologies of 5 core models including construction registration ＆ write-off management, railway safety platform, handle terminal in operation site, selection of wireless communication technologies and whole-process location monitoring management, so as to establish a information platform with whole-process closed loop management for construction dispatching operation from the stage of planning and construction registration ＆ write-off to the stage of construction operation site management. This information platform could provide reference for traffic control command, increase working efficiency and ensure construction maintenance safety of high-speed railways.
