摘要
在明确流域淤地坝建设总体目标基础上,对流域淤地坝建设环境效应进行了充分分析,并构建了综合评估指标体系和模型设计。从流域淤地坝建设生态环境效应、社会效应、经济效应等3个准则层方面,选择了7个指标层、22个元指标来构建综合评估指标体系。利用改进层次分析法(AHP)从过程上模拟评估分析的整个步骤,完成元指标的筛选,形成评估流域淤地坝建设环境效应的8个关键元指标。通过对黄土高原地区淤地坝建设有关数据的广泛收集创建了关键元指标的评价标准。为淤地坝建设环境效应的综合评估给出了一个具有实践意义的方法,可作为黄土高原地区流域淤地坝规划、流域淤地坝建设现状环境效应综合评估。
Based on the overall objective oi sitt dam con ly the environmental effect of silt dam construction in river basins and builds up the comprehensive evaluation index system and model design. From three criterion layers: ecoenvironmental effect, social effect and eco nomic effect of silt dam construction in river basins, 7 index levels and 22 element indexes are chosen to con struct the comprehensive evaluation index system. The analytic hierarchy process (AHP) is used to simulate the whole procedure of evaluation analysis in process. The selection of element indexes is completed and 8 key element indexes to evaluate the environmental effect of silt dam construction in river basins are confirmed. This paper proposes a practical method for the comprehensive evaluation of environmental effect of silt dam con struction, which can also be used in the planning of silt dam construction in the Loess Plateau region and the comprehensive assessment for environmental effect of the construction situation of silt dams in river basins.
