弱势群体体育利益话语权保障研究

The Research on the Right to Speak Protection of the Social Vulnerable Groups Sports Interests

弱势群体体育基本利益的保障关系到弱势群体的健康与发展、关系到和谐社会的构建与体育事业的和谐发展。要使弱势群体的体育利益得到有效维护,首先要尊重和扩大他们的话语权。研究认为,弱势群体体育利益话语权的缺失主要表现在:弱势群体维护自身体育利益的话语权缺乏制度保障,体育组织的缺失致使弱势群体的话语权没有社会载体,弱势群体没有主体意识致使他们的体育利益表达话语权缺乏主体依托。提出弱势群体体育利益表达话语权的保障措施:将弱势群体体育权益纳入体育法司法保护,让弱势群体体育组织参与群众体育管理,增强弱势群体维护自身体育权益的主体意识等。

The protection of vulnerable groups＇ sports fundamental interests is related to the sports health and development of vulnerable groups and the construction of harmonious society and harmonious development of sports. To maintain the sports in- terests of vulnerable groups effectively, first of all, we should respect and expand their right to speak. The study holds that, the lack of discourse of sports interests of vulnerable groups shows： the voice of vulnerable groups to maintain their sports interests lacks institutional protection, the lack of sports organizations results in that the vulnerable groups＇ right to speak does not have a social carrier, the loss of subject consciousness of disadvantaged makes their sports interests lack main body to rely on. It puts forward the measures to protect the interests of vulnerable groups： sports rights and interests of vulnerable groups are brought into the judicial protection of the Sports Act, vulnerable groups＇ sports organizations take part in the mass sports management, and we should enhance the vulnerable groups＇ subjective consciousness to protect their own sports interests.
