摘要
城市污染场地已成为我国许多大中城市土地资源安全再利用的限制因素,但污染场地修复工程施工监理的研究仍然处于探索阶段,案例极其匮乏。文章以上海市某污染场地土壤和地下水修复工程为研究对象,结合实际案例探索污染场地修复工程施工监理的工作任务、依据、方式、制度、总体程序及工作内容等特征,实现质量、进度和造价的全方位控制;重点阐述了如何根据工程特点筛选各分部分工程的质量控制要点,以保证污染土壤和地下水修复工程达到预期的效果;对我国的污染治理工程施工监理的制度建设、介入时间、队伍建设、实施过程和资质管理进行了思考,并提出了相应的建议。为我国污染场地治理工程施工监理的理论研究和相关政策制定提供实践经验和参考。
Construction supervision for remediation engineering of contaminated sites has been scarcely carried out in China so far, though some of the remediation projects have been conducted in Shanghai and other big cities. This paper leferred to one of the projects in Shanghai, exploring the construction supervision for the remediation engineering with respect to the de- sign considerations, methods, relevant regulations and overall procedures, as well as the main tasks to oversee the construction quality, progress and how to practice cost control. Methods to screen essential points of quality control (QC) in the sub-sec- tional projects were emphasized which had been considered the prerequisite of QC. Others regarding the supervision, which were discussed and suggested in this paper include evaluation of effectiveness of the remediation during the construction, in- stitution of supervision system and capacity building in the country such as training of qualified supervisory staff and accred- itation management of the supervisory institutes.
