世界碳金融的区域效应及制约因素分析

全球气候变暖的现实危情所产生的碳排放权的需求性、稀缺性及流动性为碳金融的产生奠定了基础。碳金融所引发的区域效应备受关注。文章从"引擎效应"、"规模效应"和"联动效应"等三个维度进行分析,认为碳金融为不同层次的区域经济体创造了发展空间和机会,使所在国家和地区的国际化进程及开放性转型大大加快,同时也使得各经济体之间呈现出明显的区域内协同性发展、区域外战略性博弈的发展态势。尽管碳金融的未来发展存在"政策风险"、"市场风险"及"项目风险"等制约因素,但世界碳金融的非均衡发展状况未来有望缓解,不同利益体之间的协同性发展也有望扩大。

The realistic crisis of global warming causes the requirements, scarcity and mobility which provides the basis for carbon finance. The regional effect caused by carbon finance becomes a focus and the article analyzes from three dimensions such as ＂engine effect＂, ＂scale effect＂ and ＂linkage effect＂, believing that carbon finance provides development space and chance for regional economic entity of different levels, promoting the internationalization and opening transformation of its country, and leading to the obvious cooperative development within a region and strategic game outside the region. Although there are restrictive elements to the future of carbon finance such as ＂policy risk＂, ＂market risk＂ and ＂project risk＂, the unbalanced development of world carbon finance can be remitted and the cooperative development of different interest bodies can be improved.
