公共经济学与公共财政学具有十分密切的联系,但不能把公共经济学与公共财政学混为一谈。公共经济学的研究是把市场经济中具有公共性的经济要素和经济现象单独分离出来,从中寻找符合公共经济自身要求的运行目标、运行条件、运行方式。其核心内容应该反映经济活动中围绕公共物品供求关系所形成的资源配置方式、生产组织方式、流通与分配方式、消费方式及其所产生的福利效应。中国公共经济学的构建需要充分体现出自身的特色,融入中国自身的要素。

Public economics and public finance are very closely conomics and public finance. Research of Public Economics isolates public economic factors and economic phenom- enon from market economy, so as to find the running target consistency, operating conditions, operation mode with the public economy requirements. Its core content should reflect the economic activity around resource aUocation, organization of production, circulation and distribution, consumption patterns and the resulting welfare effects based on public goods relationship of supply and demand. Public economics in China need to fully reflect their own char- acteristics, and be integrated into China＇s own elements.
