This article classifies and strictly defines public goods. It analyzed why public goods can only be provided by government. It emphasizes that government supply does not mean government-production. It gives examples in foreign countries- government appoints a private maker to produce the public goods it wants. It points out that system is the most important public goods and government plays the key role in its forming.
