对“政府新闻学”的思考

进入21世纪,各种危机事件频发,如非典事件、孙志刚事件、松花江水污染事件、三鹿三聚氰胺事件等。这些事件的发生,一再挑战着中国政府的危机事件处理能力和媒介应对能力。而瓮安事件、安徽"红顶商人"事件等则不断凸显出我国政府危机事件处理能力的不足,凸显出政府官员媒介素养的缺失和应对能力的欠缺。鉴于此,曾任南京市委宣传部部长的叶皓,根据自己多年的危机事件处理经验,提炼出了一系列政府应对媒体的技巧,并在此基础上,创立了"政府新闻学"。然而,政府新闻学的诞生,真的能帮助政府解决不断发生的各种危机事件,真的能够挽回政府的公信力,帮助政府重新树立正面、积极的形象吗?这是值得研究和思考的。

In 21th Century, humanity has entered the era of high crisis. Various crisis events frequently happened,Such as the SARS event,SUN Zhigang event, The Songhua River water pollution incident, the Sanlu melamine incident. These events, has repeatedly challenged the Chinese government＇s crisis management ability and the ability to deal with the media. WengAn incident, Anhui ＂Hongdingshangren＂ events are highlighted the lack of China＇s government crisis management ability,highlights the lack of government officials in a media literacy and capacity to respond poorly. In view of this,the former Minister of the Propaganda Department of Nanjing municipal Party committee YE Hao, according to his own crisis event handling experience for many years, and refining a series of the government＇s response to the media skills, and on this basis, established the ＂Government Journalism＂. However, does it can help the government to solve the ongoing crisis events, does it be able to restore the credibility of the government, tO establish a positive image of the government？ This is worth thinking about. This paper will take some crisis which occurred in recent years as an example, analyzing the Government Journalism＇ s basic framework, put forward several questions on Government Journalism.
