论技术管理学科体系及建设——兼谈“技术经济及管理”学科的改造

Technology Management Discipline System and Construction——And the Transformation of the Discipline of Technology Economics and Management

从技术管理的基础理论、科学方法和实践操作与技术管理实务入手可正确认识和把握技术管理学科体系相关问题。当前技术管理主要集中于知识管理、技术战略与技术创新领域;技术管理学科建设的主题可归纳为技术管理人才队伍建设、基础理论研究、方法论研究以及技术管理实务的规范化等。目前的"技术经济及管理"学科研究主要包括"技术经济"和"技术管理",随着形势的发展在有条件的情况下还可进行分拆和改造,但技术经济有自己独特的研究领域与体系;不应错将工程经济问题附会在技术经济学科上,或将技术的经济问题与技术的管理问题混为一谈,因为无论是技术经济及管理还是工程经济及技术管理都不是连贯一体的合理学科。

Technology management is the main content in knowledge management. We promote its education through the development of the discipline and its system. The management of technology is necessary. There is a system complexity in technical aspect. Technology is accompanied by the development of human society and it is the basic element of the human action that technology, nature, society and economy are integrated. The history of TM as a science is not long, but its practice has been long standing with many contents. It is necessary to hackle the content of TM subject and build its system and it is urgent to develop the discipline of TM in terms of the need of the scientific development concept. Meanwhile, it is a group of disciplines in the science of technology. We think that the discipline of Technology Economics and Management subject should be divided into two disciplines of Technology Economics and Technology Management. There is another group of diciplines about technology, special technology and special technical science.
