新型城镇化进程中的基础金融服务均等化路径研究--以重庆地区为例

Development Paths of Basic Financial Services Equalization in New Urbanization:An Example of Chongqing

新型城镇化的顶层设计要求金融必须发挥更加务实、高效的支持作用。"基础金融服务均等化"是从资源配置的角度促进金融与经济协调发展,其外在要求是"多层次、广覆盖",内在要求是"服务契合"和"商业可持续"。故对其的评价标准应兼顾"合理的供给"与"高的投入产出效率"。"基础金融服务均等化"的实现路径是,以市场为基础,通过政策手段创造条件,引导金融资源和服务围绕高产出效率目标动态调整供给方式与水平。本文通过构建对金融服务均等化的分析评价框架和工具,并以重庆四级城镇化体系下的金融服务状况对其进行实证,发现金融服务供给与产出效率评价"反向梯级排列"等五个需关注的规律性现象(问题)。在此基础上,本文提出了改善金融服务均等化路径的政策建议。

The top-level design requires finance to be more pragmatic and effic.ient in supporting new urbanizations. ＂Equalization of basic financial services＂ promotes the coordinated development of finance and economy in terms of resource allocation. Its external requirement is ＂multiple levels, wide coverage＂ and its internal requirement is ＂suitable service, sustainable business＂. Therefore, the evaluation criteria should take both ＂reasonable supply＂ and ＂high input-output efficiency＂ into account. In order to realize ＂equalization of basic financial serv- ices＂, we need to create opportunities with policies based on the market so that the supply and demand models of financial resources adjust dynamically to achieve output efficiency. After developing a framework to evaluate equalization of financial services and performing empirical analysis on urbanizations of four levels of local towns in Chongqing, we find five problematic phenomena to be concerned and propose related policy suggestions accordingly.
