Benefit Analysis Perspective Research on the Social Security Management Innovation

社会治安管理是政府职能的重要组成部分,社会治安管理创新的目的在于使社会能够形成更为稳定健康的良好秩序,产生更为理想的政治、经济和社会效益。社会治安管理创新工作既要注重立足当前,着力解决突出的犯罪和治安问题;又必须注重着眼长远,努力消除和减少产生犯罪及治安问题的原因,把大量的矛盾纠纷化解在萌芽状态。在深层意义上,社会治安管理创新更在于注重各利益主体利益的权威性分配与调整,谋划与完善社会治安管理创新的整体性设计方案。

Social security management is an important part of the functions of the government. Social security man- agement innovation aims to enable the community to form a more stable and healthy order, thus producing more desirable political, economic and social benefits. The social security administration should focus on the innovation based on the current efforts to resolve outstanding issues of crime and policing; it also must focus on the long-term perspective, and make efforts to eliminate and reduce crime and law and order problem, resolving the conflicts and disputes in the bud. In a deep sense, the social security management innovation must focus on the authoritative al- location and adjustment of the various stakeholders interests, and plan and improvement the overall design of the social security management innovation.
