摘要
经过长期探索实践,我国干部教育培训事业已经形成较为完善的体系;同时也面临着优化运行方式的时代要求。从国际上看,世界主要国家在公务员培训领域显现出市场化、民营化的发展趋势,教育培训领域中也产生"市场模式"和"公域模式"的论争。就我国而言,宜适度发挥市场的作用,也须避免过度市场化产生的负面影响,应融合"市场模式"与"公域模式"。在培训需求上,兼顾国家、组织和干部个人;在实施动力上,促使内、外驱动形成合力;在办学格局上,推动主渠道机构与其他培训机构的良性互动;在施教途径上,由统一走向多元并在达到基准后发挥特色;在经费来源结构上,实现多元化以提供充足保障;在任务落实上,根据教育培训内容灵活选择培训机构。
Through years of exploration and practice, China has already developed a fairly thorough system for the education and training of cadres,however, presently the operation mode of the system still needs improving. Worldwide,there is a tendency in the major countries around the world towards market and privately-run training for civil servants, and the dispute of "market mode" and "public mode" is hot. As far as China is concerned, it is advisable to make use of the market appropriately and combine the "market mode" with the "public mode" to reduce the negative effect of the market. In handling training demand, we have to cater to the interest of the state, the department and the cadre. In terms of initiatives, we should try to seek out a combination of both internal and external forces. As to the structure of training bodies, we ought to encourage interaction between the main channel organizations and the others. In regard to the ways of training,we have to break through the uniform method and introduce a diversified system. As for the financial sources, diversification is a direction to provide sufficient guarantee. When it comes to implementation, flexibility should be the principle to choose the right training organization according to the targeted content of training.
