Theory, Practice and Paradigm of Inclusive Development in Chinese Sports Public Services

我国体育公共服务的发展理念、内容、过程、成果等方面的不包容影响了其可持续发展。研究认为:要实现我国体育公共服务的包容性发展,应以科学发展观为指导,理解我国体育公共服务的内涵、特征,以"以民为本"为核心,坚持公平正义与效率;依赖于责任政府的整体性治理和健全的制度保障;立足于政府主体的相对性,不断完善运行机制,创新体育公共服务均等化发展路径;建立全民参与的社会治理网络,实现从民生到民权的要义转变。

The shortage of the inclusiveness in the aspects of development ethics, content, process and achievements affects the sustainable development of Chinese sports public services. The study proposes that, for the inclusive development of Chinese sports public services, scientific concept of development should be taken as the guidance to understand its connotation and characteristics of Chinese sports public services; people-centered policy be considered the core to uphold justice and efficiency; an integral governance and complete policies by government be guaranteed ; a relatively independent government body be maintained to improve its operating mechanism in order for a new route of sports public service equalization; social governance network for universal participation be established to realize the transition from the livelihood of the people to the civil right.
