Study on adjusting contract price of hydropower construction project

调整合同价格是水电建设项目实施阶段的一项重要工作任务,也是水电工程造价管理研究的热点。本文主要研究了在进行价格指数统计分析时,若统计范围或方法发生了改变,则其基础年份就要以统计范围或方法发生改变的年份为基准年份,并且应在进行合同价格调整时做相应的转化。因此,改变统计范围或方法前后分别发布的价格指数会对采用公式法而调整合同价格产生重大的影响。该问题在实际工作中较少遇到,所以承发包双方订立合同条款时会将其忽略。为此,本文的研究旨在能够引起承发包双方对该问题的重视。

The contract price adjustment is an important task in the implementation stage of a hydropower construction project; which is also the study focus of the cost management for a hydropower construction project. It is mainly studied herein that when the price index is statistically analyzed, if the statistical area or method are changed, the year when the statistical area or method are changed will be taken as the basic year of it, and then the corresponding transformation will be made during the adjustment of the contract price. Therefore, the price index published before and after the change of the statistic area or method will have a great impact on adjusting the contract price with the formula method. This problem is rarely encountered in practice and then is easy to be ignored by both the employer and the contractor, when concluding a contract. Consequently, the study made herein is aimed at drawing the attentions of both the employer and the contractor on this problem.
