皖北地区农村民生科技支撑能力建设实证研究

An Empirical Research on the Construction of the Supporting-Capacity of Science and Technology for Rural People's Livelihood in Northern Areas of Anhui Province

民生之良窳,在正常情况下,很大程度取决于民生科技的需求与供给能力的情况。伴随着全国和安徽科技与民生的建设和发展,皖北地区也取得了相当大的进步,但与国内和省内开展得好的地区相比较,差距还较大。通过对皖北地区科技服务农村民生的基础问题、学有所教、劳有所得、病有所医、老有所养、住有所居等六个方面实地调查并进行实证分析的基础上,提出皖北地区建设美好乡村、建立科技服务农村民生的体系和开辟多元化的科技投入通道等提高科技支撑能力的建设性建议。

The quality of people＇s livelihood, in normal circumstances, is mainly determined by demand and supply of science and technology for people＇s livelihood. With the construction and development of technology and livelihood in Anhui Province as well as nationwide, northern areas of Anhui Province has made considerable progress. However, compared with other developed parts of the province and other provinces, it still lags behind in this respect. Through investigation and empirical analysis on the basic issues, education problems, employment, medical services, maintenance, and housing concerning science and technology services to rural livelihood in northern areas of Anhui, this article puts forward some suggestions to improve the supporting capacity of science and technology. The suggestions include building beautiful countryside, establishing a system to improve science and technology supporting capability for serving people＇s livelihood, and opening up diversified passages for science and technology investment in northern areas of Anhui Province.
