纵向维度下县级政府权力配置的合理化思考

Insight on the Reasonable Power Allocation of County Level Government under the Vertical Dimension

当前,我国县级政府在纵向维度的权力配置体现出行政服从性、法定权限不清晰、权小责大的特点,一定程度上引发了县级政府履职偏离、权力运行异化、法治思维难以树立的问题。应当从行政权力配置模式向法治权力配置模式转变,通过法律明晰县级政府的权力界限、强化县级政府的公共服务职能、增大县级政府的自主权几种措施,合理配置县级政府的权力,以保障县级政府权力合法、合理、科学行使。

At present, the power allocation of county level government under the vertical dimension is featuring by submissiveness administration, vague statutory authority and weak right with strong responsibility, thus initiate problems like power deviation, power alienation and the loss of rule of law thinking. Therefore we should accomplish the transformation from administrative power configuration mode to law configuration mode,distinct the power of county level government ,strength the public service function of county level government, enlarge the autonomous right of county level government, allocate the power of county level government reasonable through a legal way,thus guarantee the legal,reasonable and scientific execution of power.
