铁路工程造价应从宏观到微观分三个阶段来控制,即:第一,投资决策阶段是整个工程造价管理的源头,需要科学决策;第二,设计阶段是整个工程造价管理的基础,需要优化比选;第三,施工阶段是整个工程造价管理的根本,需要精打细算。

Railway construction cost should be controlled in three stages from macrocosm to microcosm. The first one, investment determination stage is the source of the whole construction cost management that needs scientific determination, the second one, design stage is the base of the whole construction cost management that needs bettering options of comparison, the third one, construction stage is the fundamental of the whole construction cost management that needs deliberate operation .
