本文从铁路建设发展、设计程序改革、专业人员业务以及完善定额体系,阐述制订估算办法的必要性;分析了估算办法与铁建函[1998]82号文、115号文、估算指标等方面的内在关系;总结了估算办法的4个方面主要特点。

This paper addresses the importance to make estimation making method according to railway development, design reform and perfection of norm system. It analyzes the relationships between estimation making method and Tie - Jian - Han ( 1998)No 82 file, No 115 file and estimation factor. It summarizes the four main points of estimation.
