摘要
"2011计划"的实施使协同创新中心应运而生。协同创新中心是一个相对独立的实体单位,有多主体协同攻关、多学科交叉研究、多重目标联合并存、多功能集成化创新等组织特点。协同创新中心的组织属性和特点决定了理事会制度是其管理体制的创新。理事会制度所具有的共同治理理念、决策权与执行权分离、决策民主化等制度优势,不仅适应其组织属性和特点,而且能消解协同创新过程中所出现的矛盾和张力,充分保证高校协同创新目标的达成和协同效应的实现。
The implementation of the 2011 plan has led to the creation of collaborative innovation centers. These collaborative innovation centers are relatively independent entities with several organizational features, such as: to solve problems with different collaborative research agents, to do multidisciplinary crossover studies, coexist of multiple objectives, and to work towards muhifunctional integrated innovation. It is the organizational properties and features of the collaborative innovation centers that decide the management system innovation of its council system. In addition, the council system have many advantages, such as the idea of corporate governance, the separation between decision-making authority and executive right,and the democratization of decision-making. These superiorities can perfectly adapt to the organizational properties and features of the collaborative innovation centers, more importantly, they can also eliminate the disagreements and tensions appearing in the process of cooperation, and finally ensure the achievement of collaborative innovation goals among universities and the realization of synergies.
