摘要
2002—2012年十年间,学术界对现代学校制度的意义、内涵、体系、特征和建设思路等问题进行了较深入的研究。国家关于现代学校制度建设工作的综合性政策,厘清了"以正确处理学校与政府关系为前提,以优化学校内部治理为核心,以构建和谐教育环境为保障"的建设思路。实践层面,采取先行试点、以点带面、积极推广的工作策略,创造了由国家主导试点推进现代学校制度建设的新模式。我国现代学校制度建设也存在一些问题,理论、政策与实践相脱节的现象还一定程度地存在,需要进一步加强学术研究,健全现代学校制度体系,注重优秀实践经验的积累与推广,促进理论、政策和实践三个层面工作的良性互动。
In the past ten years from 2002 to 2012, the academic circles have carried through comparatively in-depth study in the issues of the meaning, connotation, institution, characteristic and construction thought about modern school system. The national comprehensive policies to direct the construction of modern school system have clarified the constructive thoughts of "taking the proper method of handling the relationship between school and the government as the premise, taking the optimization of the internal governance of school as the kernel, taking the construction of harmonious educational environment as the guarantee". In the practical aspect, the strategies of making experiment in advance, promoting work in all areas by drawing upon the experience gained on key points, and implementing active promotion have been carried out, which have created the new mode of pilot experiences for the development of modern school system dominated by national government. At the same time, there are still some problems in the construction of modern school system in China, such as there is still a gap among theory-, policy and practice. Therefore, we should strengthen academic research, improve modern school system, pay attention to the accumulation and popularization of excellent practical experience, so as to promote the sound interaction of theory, policy and practice.
