我国服务型政府建设路径优化再思考——基于新公共服务的理论视角

新公共服务理论的核心价值诉求在于,强调公共管理的本质是服务,政府和公职人员的根本任务是促进公民的利益表达与实现,而不是试图控制或驾驭社会,最终实现在民主对话、沟通协商基础上政府与社区、民众的合作共治。借鉴新公共服务理论,在当前我国的公共行政改革中,以民众路线为指引,坚持以民为本的价值取向与施政理念,建立广大民众广泛参与和合作对话的共同治理机制,进而在一切为了民众和依靠民众中,构建一个公民与政府之间责任共担、利益共享的现代服务型政府是不二的选择。

The core value of new public service theory consists in its emphasis on service, which is the essence of public management, and the fundamental task of government and civil servants, which is to promote the expression and realization of the interests of citizens, instead of trying to control or manage the society, and in its aim of realizing the cooperative governance of government and community and the people on the basis of democratic dialogue, communication and consultation. Based on the new public service theory, currently in Chinese public administration reform, to take the public route as the guidelines, adhere to takeing the people as the value orientation and administrative principle, to establish a governance mechanism with public participation and cooperation dialogue, and then build a modern service-oriented government who shoulders the duties and shares the interests with the public, may turn to be the only choice.
