养老保障体系城乡一体化发展对我国公平普惠的社会保障建设、共同富裕的社会建设、流动人口的民生建设有重要意义。对于我国城乡经济发展不平衡、区域经济发展不平衡制约养老保障体系城乡一体化发展的现实困境,需要通过加强法制建设,加强财政支持统筹城乡、区域发展,循序渐进解决,实现养老保障全民普惠。

To develop the integration of urban and rual old-age security system is of great significance to the building of the security for a commonly fair society, the building of commonly prosperous society, and the building of the livelyhood of the transient workers and people. However, currently the urban-rural imbalance in the economic development and the imbalanced development of regional economy restrict the urban-rural integration of old-age security system, and in this situation, it is imperative to strengthen the building of legal system, and improve the financial support to the urban-rural and regional development, so as to graduall achieve the fair share of old-age security.
