我国开放大学制度体系建设的现状与发展探究——基于社会契约和主体间性理论视角 被引量:4

摘要 开放大学制度体系是开放大学成员共同遵守的办事规程或行动准则;是能够体现现代信息技术、实现多层级系统管理的现代远程开放教育的现代大学制度体系;其核心是多元办学主体对教育资源配置的权力和利益及其制衡的契约制度体系。我国开放大学制度体系建设实际上落后于其体制的形成和机制的运行。契约成员只有互为主体,互相转让各自的权利,主动接受内外部监督,才能真正建立起一种公共权利(法律或制度),以保证全国开放大学系统中的总部、分部、学院和学习中心有效执行共同认可的制度准则,更好地发挥现代大学"依法治校"的制度管理作用。 The open university system is the running rules or action regulations for its member to abide by, which, a kind of modern university systems, can embody modern IT and carry out multi-level system management, whose cores are contract system that many running bodies control educational resources and gain related benefits. In fact, China's Open University system construction lags behind its system formation and operating mechanism. Only when all the contract members become main bodies, transfer their benefits each other and receive internal and external supervision, can we set up a kind of public power (law or institution).Thus, the general headquarters, subsections, schools and learning centers of all China's open universities can execute common institution rules, so that "running modern university by law" can be given full play.
