城市失能老人长期照护服务问题研究--以长沙市为例

A Research of the Long-Term care Services for Disabled Elderly in Cities——Take Changsha for Example

随着人口老龄化、失能化,我国老年长期照护需求与供给的矛盾日益加剧。需要整合家庭、社区和养老机构的照护资源,建立"以政府为主导、以家庭为基础、以社区为依托、以机构为支撑"的"四位一体"的老年长期照护服务体系,为失能老人提供集生活照料、医疗康复、精神慰藉等一系列内容的长期照护服务。

With the ageing of the population and the disability of the elder population, there appears and increas- ingly sharp contradiction between supply and demand of long-term care for elderly people in China. We should inte- gra~ the resources of the family, community and institutuions to establish a ＂government-led, home-based, communi- ty-relied and institution-supported＂ four-in-one long-term care service system for the elderly to provide the disabled el- derly with care services featured by daily care, medical rehabilitation and mental solace.
