防灾减灾需求下的北京市老旧社区停车问题策略研究

Beijing Old Community Parking Strategy under the Disaster Prevention and Mitigation Requirements

北京市内依然存在着大量20世纪90年代前老旧社区。同时,随着城市化的不断扩大,城市交通大量依靠机动车,在造成交通拥堵的同时,停车难也成为一个突出问题。老旧社区,没有地下停车或足够的地面停车空间,大量机动车占用道路停放,造成了社区内道路和周边城市道路严重的拥堵,给社区防灾减灾工作带来了较大影响,通过对北京市长安街及其延长线上的四个老旧社区进行调研走访,文章阐述了这一问题对社区防灾减灾的影响。为北京市老旧社区解决停车难问题和社区防灾减灾工作提出实质性的建议。

Today,there are still many old communitys built before 1990s in Beijing.As the urbanization developing,motor vehicle is more and more prerequisite,which brings about traffic jam and serious parking problem. Especially in the old community,there is not enough room to place the growing motor vehicle ,because of lack in infrastructure.It makes plenty of trouble for community disaster prevention and mitigation.Though investigation of four community along Chang＇an Avenue in Beijing,this paper shows the affect of this issue for community disaster prevention and mitigation,and proposes substantive recommendations to the old community in Beijing to solve the problem of parking and community disaster prevention and mitigation.
