摘要
我国教育经费近年来大幅度增加,已经占到了GDP的4%。但是不同区域之间、不同教育阶段的生均经费差异明显,学前教育经费明显偏低,民办学校举办者投入快速减少,经常性经费与专项经费缺乏沟通,预算周期与工作周期存在时间差。我国教育经费投入结构还需进一步优化,应尽快建立教育财政经费合理使用的跟踪评价和决策支持体系,鼓励和引导民间资金进入教育领域,完善财政经费管理制度。
The education funds in China have been greatly increased in recent years which accounted for 4% of GDP. However, in different districts and the fund per student of different education stages are all obviously different. The educa- tion funds of pre-school are significantly lower, and the funds from non-governmental school stakeholders are also rapidly decreased. The current funds and special funds are lack of communication, with time gap between the budget cycle and the duty cycle. The structure of education funds investment should have been further optimized, and the track evaluation and decision support system for the reasonable use of fiscal education funds have to be established soon. The non-governmental funds can be encouraged and guided to flow into education filed. And the financial funds management system needs to be improved.
