电信普遍服务的首要问题是解决普遍接入,因为普遍接入是每个人的基本权利、缩小贫富差距的手段和电信市场竞争的必然结果。我国的普遍接入政策是“行政村村村通电话”,它遵循了发展中国家的基本做法,但也存在着诸多缺陷,政府部门和运营者应为普遍接入这一难题各尽其力。
