摘要
构建人力资本偏向的中国福利改革指标体系,并对中国＂福利改革指数＂进行测算,来观察中国社会福利改革的动态变化与经济增长的关系,在此基础上,利用我国1999~2011年各省面板数据进行实证分析,研究显示：经济增长对深化福利改革起着正向促进的作用;福利改革对经济增长的贡献度小于物质资本的贡献度,并与劳动力贡献度大致相等。
This paper builds the Chinese welfare reform index system based on human capital and measures the index.According to this index,we may intuitively observe the dynamic change of Chinese social welfare reform.Using the 1999-2011 panel data of provinces to do empirical research,the paper concludes： first,economic growth plays a positive role in deepening the reform of social welfare system;second,the contribution to economic growth made by the reform is less than that of material capital,and roughly equals to that of the labor.
